82nd Annual Convention. The TWA 2026 Annual Convention is happening March 11–13 in Fort Worth, and we're excited to kick off our first event of 2026! Registration and sponsorships are now open.

Board Elections. TWA Board of Directors elections will be held on Thursday, March 12, during panel meetings at the Annual Convention. The current board roster, including term dates, is available here

Texas Water Day. We're heading to Washington, D.C., April 21–22, for Texas Water Day 2026. TWA leadership will meet with key members of the Texas delegation to discuss our 2026 Federal Priorities

TWA members are invited to join us in D.C. to visit with their own delegation and engage in discussions on Texas water priorities. As we did in 2024, we are holding our event in concert with the National Waterways Conference Legislative Summit, April 20–22, allowing members to attend both events if desired.

TWA is planning to host a reception and dinner for members in D.C. on Tuesday, April 21. If you are considering participating in Texas Water Day, please fill out this interest form by February 9. Your response helps us prepare for this event and is not an obligation to attend.

AGENCY UPDATES

Water Supply & Infrastructure Grant Implementation Plan. Last year, HB 500 appropriated $1.038 billion to TWDB for water supply and infrastructure projects. TWDB has posted an implementation plan that proposes to award the funding through grants and is seeking public comment through February 4, 2026. TWDB Flash Flood Warning Guide. As directed in SB 3, TWDB will be releasing standards for siren and warning systems in flash-flood prone areas. The SB 3 Flash Flood Warning Guide will be discussed during a virtual meeting on Thursday, January 29, 2026, from 11:00 am–12:00 pm. See the TWDB homepage for a link to this meeting.

TCEQ Proposed Rules on Petition for Inquiry Process. TCEQ is proposing rules to implement HB 2080, related to its petition for inquiry process for groundwater conservation districts. Find a summary and the proposed rule on TCEQ's Rule Proposals page. The anticipated public comment period is January 30 through March 3, 2026.

Water Loss Audit Validation Bill FAQs. TWDB has released an FAQ document related to HB 29, which imposes stricter water loss validation requirements on municipally owned utilities that provide potable water through more than 150,000 service connections.

Augustus Campbell has joined the Harris County Attorney's Office as a Senior Assistant County Attorney.

Adeline Fox has joined the Texas Water Foundation as Director of Communications.

We are saddened to share the passing of John Stover, a long-standing TWA member who practiced water law in Texas for more than 50 years. John was appointed to the Texas Water Commission by Governor Bill Clements in 1982. He was a generous friend to many in this association and will be deeply missed.

          Texas Water Association (TWA) is a nonprofit membership association working to promote sound water policy for Texas, focusing on water supply and management. From drought to flood, we work with our membership to address the state’s greatest water needs.

          TWA members provide water and wastewater services to a vast majority of the state and include river authorities, cities, regional and local water districts, drainage and flood districts, irrigation districts, groundwater conservation districts, entities that support the Texas water industry, and various water users, owners, and interests.
