Texas voters decisively approved Prop 4, which will dedicate $1 billion in state sales and use taxes per year to the Texas Water Fund for 20 years beginning in 2027. | Agency UpdatesGovernor Abbott Appoints Johnson to Public Utility Commission. Governor Greg Abbott appointed Morgan Johnson to the Public Utility Commission of Texas for a term set to expire on September 1, 2031. Recently, Johnson was the Deputy General Counsel for the Office of the Governor and previously served as the Senior Counsel to the Executive Director after serving as Senior Counsel to the Commissioner of the Texas Commission on Environmental Quality. Congratulations, Commissioner Johnson! | | TWDB WUTAP Contractor Solicitation and Participant Application Period Now Open. The Water Utilities Technical Assistance Program (WUTAP) is offered to eligible water and wastewater systems to build their managerial and technical capabilities relating to applying for financial assistance from TWDB. Systems selected to participate will be matched with a pre-qualified contractor to help create or update financial and managerial processes and procedures to put the system in a good position to apply for financial assistance for water or wastewater capital improvement projects. Find more information and applications for both water entities and contractors on the WUTAP webpage. Endangered Species Open Call for Proposals. The Texas Comptroller of Public Accounts Natural Resources program has issued an open call for proposals (CFP) for research on non-game species of interest, including candidate, petitioned or listed species. Eligibility for a primary contract is restricted to Texas public universities. With Comptroller approval, the primary contractor can subcontract portions of the work to other entities such as government agencies, private consulting firms, or other universities. The proposal deadline is January 31, 2026. Find the CFP here. |

TWA Honors the 250th Anniversary of USACE. During the TWA Fall Conference, the General and Environmental Panel included a special recognition of the 250th Anniversary of the U.S. Army Corps of Engineers (USACE). The panel highlighted the Corpsβ longstanding commitment to planning, designing, building, and operating essential water resource projects and responding to environmental, navigation, and flood risk challenges. Later that day, the TWA Board of Directors unanimously adopted a resolution congratulating USACE on its 250th Anniversary and expressing its appreciation of former and current members of USACE who are valued participants in our Texas Water Association community. Volunteers Take on Apple Snails. TWA kicked off the 2025 Fall Conference by giving back through a special Apple Snail Removal Volunteer Service Project. Nearly 40 volunteers spent a beautiful morning along the River Walk and removed 91 adult apple snails and 349 egg casings from the river and banks β what an incredible effort! Special thanks to the San Antonio River Authority and San Antonio Water System for hosting this educational and fun event, and to all our volunteers for their hard work in helping to protect the native ecosystem. |

The TWA staff is dedicated to fulfilling our mission and vision, from advancing sound water policy for Texas to supporting members, organizing conferences, and engaging with stakeholders and policymakers across the state. Here are a few highlights from October: πΉ Sarah Kirkle, Director of Policy & Legislative Affairs, appeared on the Talk+Water Podcast and participated as a panelist at the WestWater Research Forum in Austin. πΉ Lindsey Ford, Membership & Events Director, represented TWA at the 12th Annual River Authorities Administrative Forum at Baylor University, hosted by the Brazos River Authority and the TWA Risk Management Fund. |
