Proposition 4 – November 4th

On the November 4th Ballot: Proposition 4. If passed by Texas voters, Proposition 4 (Prop 4) would dedicate up to $1 billion of existing state sales and use tax revenue each year to the Texas Water Fund for the next 20 years—without increasing taxes or fees. Please find educational and advocacy 1-pagers below to download and share. For more information, please visit our Prop 4 page

Agency Updates

Appointments to TWDB and TCEQ. Last week, Governor Greg Abbott announced appointments to the Texas Water Development Board (TWDB) and Texas Commission on Environmental Quality (TCEQ).

Brady Franks was appointed to the Texas Water Development Board for a term set to expire on February 1, 2031. He recently served as the State Budget Director in the Office of the Governor and previously worked for The University of Texas at Austin and Texas House of Representatives.

Tonya Miller was appointed to the Texas Commission on Environmental Quality for a term set to expire on August 31, 2031. She recently served on the Texas Water Development Board, and previously worked for the Texas Solar Power Association, TCEQ, and Office of Public Utility Counsel.

Ashley Morgan was appointed to the Texas Water Development Board for a term set to expire on February 1, 2027. She previously worked for the Office of the Governor, the Office of the Attorney General, the Railroad Commission of Texas, and TCEQ.

TWA extends our congratulations to Director Franks, Commissioner Miller, and Director Morgan! We look forward to working with them to advance sound water policy in Texas, and we thank former TCEQ Commissioner Bobby Janecka, whose term expired in August, for his service to the agency.

TWDB Soliciting Stakeholder Ideas for Projects to Support Surface Water. TWDB is seeking stakeholder ideas to advance surface water science in Texas during the 2026–2027 biennium. Ideas should focus on planning and guiding the conservation and management of the state’s surface water resources to ensure a secure water future for Texas.

Submissions will help guide agency programs, including river and coastal science, water availability, and the TexMesonet hydrometeorology network. To submit your ideas, complete the online submission form by 5:00 pm on October 15, 2025.

Application Period for the DFund Program is Now Open. The application period for the 2026 funding cycle of the Texas Water Development Fund (DFund) program is now open. Applications will be accepted through December 31, 2025. For more information on this program and how to apply, visit the DFund information page.
