Stacey Allison Steinbach
Executive Director & General Counsel
Stacey joined TWA in 2015 and leads the Association. She is a licensed Texas attorney with extensive experience in water policy and leading nonprofit associations. In addition to her prior work at Texas Groundwater Association and Texas Alliance of Groundwater Districts, Stacey worked in private practice and state government on water and natural resources issues. She holds a Bachelor of Science in Biology/Ecology from Baylor University, a Master of Science in Wildlife & Fisheries Sciences from Texas A&M University, and a Juris Doctor with honors from the University of Montana School of Law.
Sarah Kirkle
Director of Policy & Legislative Affairs
Sarah joined TWA in 2020 and works with TWA members develop policy positions, educate policymakers, and advance initiatives at the Texas Legislature. Previously, Sarah was Director of Policy and Planning at Texas 2036 and spent 13 years at the Sunset Advisory Commission, working across most sectors of state government to make government work smaller and smarter. Sarah holds a Bachelor of Science in Agricultural Services and Development from Tarleton State University and a Master of Public Administration from the University of North Texas.
Mary W. Crisler
Communications Director
Mary joined TWA in 2025 and leads communications focused on advancing TWA’s vision and educating and engaging TWA members and policy makers on the issues and opportunities related to Texas water. Mary brings extensive association experience from her previous work at Texas Trucking Association and Texas Criminal Defense Lawyers Association, and holds a Bachelor of Science in Apparel Design & Production and Art from Louisiana State University and an Associate of Science in Visual Communications from Austin Community College. Her work has been featured in Graphic Design USA and Macworld.
Alexandra Bello
Operations & Membership Manager
Alexandra joined TWA in 2026 and leads the operations, financial administration, and membership initiatives, supporting strategic priorities and driving organizational effectiveness. She brings extensive experience in association operations, including her previous work as Director of Operations for the Texas Taxpayers and Research Association and operations roles at Rice University’s Baker Institute and Texas A&M Engineering. She holds a Bachelor of Business Administration and a Master of Public Health, both from Texas A&M University.
Becky Arledge
Administrative Assistant
Becky joined TWA 2001 and supports membership, conferences, and general office operations. She assists with the Association's operations and the TWA Risk Management Fund. Becky studied Computer Science at Huston-Tillotson University.
